Our office also administers the State and Federal road and bridge funding made available to our nine Township Road Districts. In addition, the Richland County Engineer serves as the County Floodplain Administrator.

Due to increased roadway damages which occur because of freezing and thawing cycles during the winter months, the County Highways have Seasonal Weight Limits in place from January 15th to April 15th. During this time the limits may be removed when either the ground is adequately frozen, or the frost is out of the ground and the roads are stable.

For Weight Limits on Township Roads, please contact the Road Commissioner for the Township.

I wish to clarify for all our suppliers the standard claim payment procedure utilized by the Richland County Highway Department. All Highway Department claims are reviewed by the Richland County Road and Bridge Committee at their regular monthly meeting. This meeting is held at 6:00 p.m. on the first Thursday of each month. All Highway Department claims are then reviewed by the Richland County Finance Committee. The Finance Committee meets at 5:30 p.m. on the second Thursday of each month. Next, the full County Board votes to approve payment of claims at their regular monthly meeting. This meeting takes place at 7:00 p.m. on the second Thursday of each month. After this meeting, the Richland County Clerk prints the claim payment checks and sends them to the County Treasurer. The Treasurer encodes and signs the checks. The checks then go back to the County Clerk to be signed. At this point, the claim payment checks are turned over to the Highway Department. The Highway Department Office Manager double checks the claim payment checks and then mails them out.

The following Policy for construction and maintenance of entrances to properties adjacent to Richland County Highway elaborates upon 605 ILCS 5/9-105 which has been provided at the bottom of the page for reference.

The Richland County Highway Department will install and maintain entrance culverts along County maintained roads. The County will charge the property owner for the exact cost of the entrance culvert at a newly established entrance. The County does not charge for any labor, equipment, or overhead costs associated with the installation of a newly established entrance. The County backfills entrance culverts with dirt. If the property owner requests rock for a newly established entrance, the County will provide rock and charge the property owner what it costs the County to purchase the rock.

After a culvert is installed, the County will maintain the entrance. If a property owner wants to lengthen an existing culvert, the County will do that at the property owner’s expense.

There may be rare circumstances where a new entrance will require more than the typical round entrance culvert. nI situations where a new entrance requires specialty equipment or materials, the property owner and the County will prepare and execute an agreement for the entrance construction and maintenance before installation begins.

Sec. 9-105. In constructing a public highway, if a ditch is made at the  junction of highways, or at the entrance of gates or other openings of adjoining premises, the highway authorities shall construct good and sufficient culverts or other convenient crossings. New entrance culverts or crossings or additions to existing entrance culverts or crossings along an existing public highway or street where there is a ditch may be made with the consent of the highway authorities, provided the applicant for such entrance culvert or crossing constructs at the applicant’s expense a good and sufficient culvert or other convenient crossing of the type and size specified by the highway authorities, which structure shall then become the property of the public.
